Night Light turned off at nighttime despite "Sunset to Sunrise" setting |

Issue descriptionIt's 19:18 in the local time zone and it's dark outside (sunset was at 17:18 today). I'm logged into both my corp and personal accounts, and both have Night Light set to "Sunset to Sunrise". When I logged in, Night Light was enabled, but as soon as I enabled wifi, it immediately turned off for both accounts. When I manually turned Night Light on, it was enabled as expected, but it wasn't on when using "Sunset to Sunrise" (even after switching the setting away and back). But as I was filing this bug (at 19:20), it gradually turned on again. The network connection looks like it dropped around that time -- maybe that was related? I'll file a feedback report with this bug's ID in the description. Night Light is on now but I don't know why it was turned off before, shortly after I logged in.

Sorry, I was wrong. It's still permanently stuck off in "Sunset to Sunrise". It was only enabled because I'd set it that way manually. When I disable the manual setting, Night Light is incorrectly off again.
