Regression: Web content doesn't render completely

Chrome Version: Canary 73.0.3677.0 (
OS: macOS 10.14.2 (maybe OS=All)

What steps will reproduce the problem?
(1) Run Canary.
(2) Delete all Browsing Data.
(3) Visit: https://stadt-bremerhaven.de/

What is the expected result?
The website should be rendered completely.

What happens instead?
The images on the website do not render.

This is a recent regression. Here is the regression range:

Not sure, which CL could have caused this :(

I can't repo this, but I suspect that it's 923685. If it disappears once the fix lands on that bug, I think you could safely dup against it.

Thanks for your feedback agl@. Confirming that --disable-features=TLS13KeyUpdate fixes the issue. Merging into  issue 923685 .
