Vertical blue lines appear in text area

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.127 Safari/537.36

Steps to reproduce the problem:
1. Open index.htm
2. Select the text starting from the second last word
3. Move the cursor upwards outside DOM area to the browser omnibox
4. Move the cursor back to the text area
5. Release the cursor

What is the expected behavior?
No vertical lines.

What went wrong?
Two vertical lines appear on the right side of the text area. See the attached screencast for details.

1. Bisected to r384374 "Turn on partial raster by default."
2. Using the older --enable-partial-raster bisected to r354966 that added this flag
3. Using the even older --enable-persistent-gpu-memory-buffer bisected to 
   https://chromium.googlesource.com/chromium/src/+log/8f939fa3..fc336926
   suspecting r350304 "WebKit" with the only CL inside:
   crrev.com/1356983003 "Set SelectionPaintingWithoutSelectionGaps to stable"

Disabling hardware accel doesn't help (Windows 7 and 10).
