External flash drive Fat 32 Not recognised

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 11151.113.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.127 Safari/537.36
Platform: 11151.113.0 (Official Build) stable-channel nyan_blaze

Steps to reproduce the problem:
1. Open files app
2. Plug in Flash drive
3. Files app notification
Removable device detected.
Sorry, your external storage device could not be recognised.

What is the expected behavior?
Normal drive to show in files app, then can be accessed.

What went wrong?
OS after recovery 70.0.3538.110 - External drive works fine.
OS after Auto update 71.0.3578.94 dated Tuesday 11 December 2018 and Auto update 71.0.3578.127 dated Friday 11 January 2019 
External drive not recognised.

Did this work before? N/A 

Chrome version: 71.0.3578.127  Channel: stable
OS Version: 11151.113.0
Flash Version: 32.0.0.101 /opt/google/chrome/pepper/libpepflashplayer.so

Please fix this bug asap as it used to work fine and I need important files to be backed up to other then online.

I can't find a feedback report that matches your description and device. Are you located in New Zealand or a pacific island? If you are, try changing your time zone (Settings->Advanced->Time Zone) to Sydney and see if it works.

My Location is Auckland, New Zealand.
Have changed time zone to sydney Australia and sent feedback (Report an
Issue) as requested.
