Some JS not executed any more without any error in console

Issue description

Chrome Version       : 72.0.3626.53 (debian buster)
URL : https://feuerwehr-eisolzried.de/
Behavior in Safari 4.x/5.x: unknown
Behavior in Firefox 60 ESR: working flawlessly

What steps will reproduce the problem?
(1) load URL
(2) Calendar JS under "Termine" and Chat under "Chat" not executed/showing
(3) no error shown in Console

With previous version 72.0.3626.6 it worked. Chrome 71 workes, too

Landed in 73.0.3631.0
Merged to 72.0.3626.8

In good builds #calendar element is captured in window.observer = new IntersectionObserver, in bad builds it's not.
Let's wait for chrishtr@ to clarify the new behavior.

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 72.0.3626.53 and on the latest canary 73.0.3678.0 using Ubuntu 14.04, Windows 10 and Mac 10.13.1

Bisect Information:

Good Build: 73.0.3630.0
Bad Build:  73.0.3631.0

Other observations:
-------------------
Issue isn't seen on latest stable 71.0.3578.98 and on beta 72.0.3626.64
Note: Issue is seen on version 72.0.3626.8 too.
Suspecting the same from comment#1.
