"Save link as" no longer remembers last download location

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Set a default download location (Folder A), with "Ask where to save each file before downloading" OFF.
2. Go to a webpage and right click on a link to a PDF and select "Save link as"
3. The initial location of the Windows dialog is Folder A. Navigate to somewhere else (Folder B) and save the file.
4. Repeat Step 2 on a different link, or even the same link again.
5. Note that the initial location of the dialog is Folder A again, not Folder B.

What is the expected behavior?
Multiple sequential "save link as" commands should open the Windows dialog pre-set to the last-used folder, not the default download location.

What went wrong?
This behavior changed in the latest version(s) of Chrome and makes saving multiple links from the same page into the same folder quite laborious.

Tried to reproduce the issue on reported chrome version 71.0.3578.98 using Windows 10. Attaching screen-cast for reference.
Steps: 
------
1. Launched reported chrome 
2. Opened chrome://settings >> and observed it was ("Ask where to save each file before downloading") by default disabled.
3. Opened some site and right clicked on the link and selected "Save link as" and saved on one folder 
4. Again right clicked on the link and selected "Save link as" and changed the folder and saved it as per attached screencast.
5. Repeated the same (Step:4)
As we have observed that the file saved into the second folder not into the default folder. 

@Reporter: Could you please check the attached screencast and let us know if we missed anything from our end.

Upon further investigation, this appears to be related to this extension: https://chrome.google.com/webstore/detail/simple-mass-downloader/abdkkegmcbiomijcbdaodaflgehfffed?hl=en-US
