Transparent overview windows for ARC apps

Issue description

Chrome Version: 73.0.3674.0
Platform: 11582.0.0 dev-channel nocturne test
OS: Chrome

What steps will reproduce the problem?
(1) Open an Arc app window, and minimize it
(2) Enter overview

What is the expected result?
Arc app window should display correctly in overview

What happens instead?
Transparent rectangle is seen, see screenshot

Actually I also saw it on Chrome browser window and chrome app window. So it might be a Chrome issue. Sammie, can you take a look?

FWIW, this works fine with SPM, which is think is landing in M-73 as well.

James, is this something we should fix for M73 if it works with SPM enabled?

SPM was punted to M-74, so this will need to get fixed for 73.

You might look at the code near here:

I saw similar behavior when the widget bounds were an empty rect. Maybe something is wrong with the bounds computation for minimized windows.
