The video capture pipeline is supposed to produce logs when it decides to drop frames. Several such sites have been covered in https://bugs.chromium.org/p/chromium/issues/detail?id=876017.

However, there is at least one more such site in method VideoCaptureJpegDecoderImpl::DecodeCapturedData(). This needs to be covered as well.
