When you're using ChromeVox to move through a list with the normal arrow keys, the item you're moving from is spoken as it is deselected.

Reproduction Steps: 
1. Activate a list with ChromeVox and space. The list to select a template on the ChromeVox Submit Issue (ChromeVox a, I) will do.
2. Move through the list with the arrow keys.
3. As you move away from an item, you will hear that item, followed by the words "not selected", before you hear the item you move to.
