Background: Currently Windows GCE systems have there Windows patching configurations set through the use of a python script and some custom commands. This configuration is hard coded into the scripts and is sensitive to change. The rest of the Chrome Labs Windows systems have their configurations managed through the use of Puppet. We currently have a working puppet configuration to prevent Windows machines from patching.

Request: Use the existing puppet manifests to set the Windows patching configuration for our GCE systems. Remove the hard coded Windows configuration setting from the GCE systems build scripts.
