Migrate BuildAutotestTarballsForHWTest to new build API

We want to be able to invoke the below chromite method (BuildAutotestTarballsForHWTest) from our new upload_artifacts.py Recipe. Please migrate this method to saklein@'s new build API system, so that we can invoke it cleanly from the Recipe. Thanks!

Once a sane API is in place I can help plumb it into recipes.
