hardware_TPMCheck does not set a TEST_TYPE

Issue description

Example suite task: https://chromeos-swarming.appspot.com/task?id=4275ff2cd6c3fd10&refresh=10&show_raw=1&wide_logs=true
kicked off this client test: https://chromeos-swarming.appspot.com/task?id=4275ff80cd0def10&refresh=10&request_detail=true
without the -client-test flag.
As a result, the test task failed.

Summary: hardware_TPMCheck does not set a TEST_TYPE (was: run_suite_skylab runs a client test without -client-test flag)

The problem is that the test control file doesn't have a required attribute.

run_skylab_suite should reject such control files, failing the suite instead of silently suceeding.
