Text selection not working on SVG content

Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36
Steps to reproduce the problem:
1. Create an SVG document with text or add some SVG content to an HTML page inline (see below)
<!DOCTYPE html>
<html>
<body>
<svg height="90" width="400">
<text x="10" y="20" style="fill:red;">Several lines for testing:
<tspan x="10" y="45">This is a sentance on the first line.</tspan>
<tspan x="10" y="70">Testing a second line as well with text selection</tspan>
</text>
</svg>
</body>
</html>
2. Load the SVG created in step #1 into Chrome
3. Using the cursor try to drag to select text
What is the expected behavior?
Text should be selected and show highlight over selected text.
What went wrong?
Text is not selected (does not show highlight)
Did this work before? Yes 70
Chrome version: 71.0.3578.98 Channel: stable
OS Version: 10.0

Thanks for the quick update. 2 things: - I see now that I could not originally find this issue because the search defaults to open tasks only. Maybe it should be defaulted to All ordered by date so it's at least easier to find next time. - How do I close this task and mark it as complete?
