PDF Print Clip Option in headless

Issue description
Chrome Version : 71.0.3578.98
OS Version: OS X 10.13.6
URLs (if applicable) : N/A
What steps will reproduce the problem?
1. Printing in pdf mode and attempting to get a full page in one pdf page will cause vh css elements to take up the full page of the pdf.
2. A clip option similar to screenshot({ clip }) in puppeteer would allow clipping of the viewport allowing full page pdfs to be printing and following the viewport dimensions that are set.
What is the expected result?
ability to call puppeteer with page.pdf({ clip: { width, height } }); This was requested in puppeteer but was stated that work in chromium would need to be done.
What happens instead of that?
The option doesn't exist because pdf clipping doesn't appear to be available in chrome headless.
