This is a result of resolving another issue (http://crbug/919166), with git corruption, by fetching all repos before the sync.  We have another option for resolving the git corruption issue, which will save quota, by only fetching those projects that are corrupt.  That fix is still in testing and will need to be implemented.

Let's get a quota increase from the GoB team. I'll work on that now.

That's my suggestion as well.  I don't want to slap in this other solution, on a Friday, without some serious testing.

This happened to about 20 builders in the previous CQ run:
