Auto Sign-in setting is unclear

Issue description

Chrome Version: 71.0.3578.98 (Official Build) (64-bit)
OS: all

What steps will reproduce the problem?
(1) Visit chrome://settings/passwords
(2) Observe setting: "Automatically sign in to websites using stored credentials. If disabled, you will be asked for confirmation every time before signing in to a website."

I argue that this string is impossible to understand for most users because they've never heard of the credential management API. If they make any sense of it, they probably attribute it to the stored passwords shown below and expect Chrome to sign them into webpage automatically using these passwords.

Also, searching the help center for "auto sign-in" yields no relevant result.

Please describe this toggle in a way that's understandable to ordinary users.
