Steps to reproduce:
1. Launch chrome, Navigate to the above URL and download the extension.
2. On Extension bubble click on 'Manage shortcut'.
3. Delete all shortcut, Reload the page and observe.

Actual Result   : Deleted Shortcut is seen for extension even after reloading the page.
Expected Result : Deleted Shortcut should not be seen for extension even after reloading the page.

This is a regression issue broken in M-66 and below is the bisect information:
Good Build : 66.0.3342.0 (Revision:534888)
Bad Build  : 66.0.3343.0 (Revision:535276)

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. Hence providing suspect via perform Chromium bisect .
3. Issue is not seen on OS: Windows(7,8,10) and Linux(14.04 LTS)
