What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://extensions page and click on Details button of any extension.
(2) Turn off toggle button for 'Automatically allow access on the following sites' option (3 radio options will appear).
(3) Traverse focus over the first radio option using 'Tab' key.
(4) Now try to select 'On all sites' radio option using 'Down Arrow' key.
(4) Observe.

Actual: Unable to select 'On all sites' radio option using 'Down Arrow' key on chrome://extensions page.

Expected: User should be able to select 'On all sites' radio option using 'Down Arrow' key on chrome://extensions page.

This is a regression issue, broken in 'M-73', below is the manual regression:
Good Build: 73.0.3648.0 (Revision: 618636)
Bad Build:  73.0.3649.0 (Revision: 618770)

Using Per-revision script, below is the bisect info:

You are probably looking for a change made after 618677 (known good), but no later than 618678 (first known bad).
