What steps will reproduce the problem?
(1)Launch chrome, open https://sample-videos.com/
(2)Keep window in fullscreen, download any video and observe at shelf(Please refer video)

Actual: Downloaded notification is not seen at Shelf when window is in Fullscreen  
Expected: Downloaded notification should be seen at Shelf when window is in Fullscreen mode

This is a Regression issue as same works fine in M63
 
Note :Even issue works fine M69 because there is Notification Manager at shelf
