Multiple peers audio (>6 participants) speaking at the same time cause audio clicks/pops

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Create "conference room"
2. Add multiple participants (maybe you on different tabs on another machine). 5-7 should be enough.
3. Speak and hear clicks/pops from remote peers on local machine

What is the expected behavior?
Clean audio from remote peers without clicks/pops

What went wrong?
Sound clicking/popping when multiple person speaks.
Reproduced only in webrtc sessions. If I play multiple <audio> on page - all is good.

Does this work in other browsers? Yes

Chrome version: 71.0.3578.98  Channel: stable
OS Version: OS X 10.14.2
Flash Version: 

Same problems on Canary 73.0.3674.0.
In Safari 12 and Firefox this is not reproduced.

Successfully reproduced with all of this implementation:
1) https://rtcmulticonnection.herokuapp.com/demos/Video-Conferencing.html
2) headless chrome (puppeteer) and fake audio files (wav)
3) Peer-to-Peer mesh network
4) with WebRTC service provider (SFU)
