Currently the enrolled devices are disallowed to powerwash using the ctrl+shift+R shortcut. The reason this was disabled, is because users could abuse that shortcut to switch to older partition, and possibly exploit FrE escape bugs from older version. We would prefer to still allow the enterprise users to use the shortcut to powerwash, but to disable the possibility to switch to older partition.
