What steps will reproduce the problem?
(1)Recover build>> In OOBE, Connect to network screen, give a lenghty wrong password to any WiFi, observe error notification is seen but notification number is missing
Actual: Error notification is seen but notification number is missing in OOBE screen
Expected: Both should be seen
This is a Regression issue as same is working fine in M73

Actual: Error notification is seen but notification number is missing in sign-out screen
Expected: Both should be seen
This is a Regression issue as same is working fine in M73
NOTE: Issue is also seen in OOBE screen
