What steps will reproduce the problem?
(1)Sign into user >> keep the shelf position to 'Right'
(2)Open chrome window >> keep Full screen >> hover the mouse at top for chrome header
(3)Move the mouse pointer towards Launcher >> open and close the launcher and observe the double focus at window 'Minimise,Restore down,Close 'buttons while hovering(Please refer video)

Actual: Double focus is seen when we hover mouse on 'Minimise,Restore down,Close 'buttons of a Fullscreen chrome window
Expected: NO such double focus highlight  should be seen on 'Minimise,Restore down,Close 'buttons 

This is a Regression issue as same works fine in 69.0.3497.128/10895.94.0

Note: Issue is seen in M70,M71-stable,M72 beta
