What steps will reproduce the problem?
1. Launch chrome and navigate to the above URL
2. Click on Audio radio button under option.
3. Click on blank space beside video and press TAB key once to bring focus on Audio Panel.
4. Observe.

Actual Result: Focus outline is not even for Audio panel.
Expected Result: Focus outline should be even for Audio panel.

This is a regression issue broken in M-68 and below is the per-revision-bisect-info:
Good Build : 67.0.3396.0(Revision:550429)
Bad Build : 68.0.3397.0(Revision:551178)

You are probably looking for a change made after 550805 (known good), but no later than 550806 (first known bad).
