What steps will reproduce the problem?
(1)Recover build >> In OOBE screen,rotate display to get display rotation notification
(2)Open ubertray and observe the notification is missing when ubertray opened(Please refer video)

Actual: Display rotation notification is missing when ubertray is opened
Expected: Display rotation notification should be seen on ubertary,when ubertray is opened

This is a Regression issue as same works fine in 71.0.3578.127/11151.113.0 stable

Note: Issue is seen in M72 beta
