Pre-condition: Make sure to have 5-6 entries(so that scroll bar appears) under 'chrome://downloads/' 

What steps will reproduce the problem?
1. Launch chrome, navigate to 'chrome://downloads/'.
2. Press tab key to bring focus on first entry.
3. Now,try to scroll the page and observe.
 
Actual: Unable to scroll the 'chrome://downloads/' page when focus is at first entry. 

Expected: Should be able to scroll the 'chrome://downloads/' page when focus is at first entry.

This is a regression issue, broken in 'M73', below is the per-revision bisect info:

Good Build:73.0.3668.0 (Revision: 621860)
Bad Build: 73.0.3669.0 (Revision: 622247)

You are probably looking for a change made after 621899 (known good), but no later than 621900 (first known bad).
