OS : Mac(10.13.6, 10.13.1, 10.14.3), Linux(14.04 LTS), Windows (7,8,8.1,10)
What steps will reproduce the problem?
1. Launch chrome and visit any webpage (Ex. www.google.com) to generate a history record on chrome://history.
2. Now press TAB key until focus ring appears on the title of the first history item.
3. Observe the left border of blue focus ring.
Actual Result : Left border of blue focus ring appears chopped on chrome://history page.
Expected Result : Blue focus ring should be seen completely when it reaches on the title of history item.
This is a regression issue broken in M-73 and below is the bisect information:
Good Build : 73.0.3673.0 (Revision : 622912)
Bad Build : 73.0.3674.0 (Revision : 623508)

Note :
1. This issue can be clearly observed on Mac(10.13.6, 10.13.1, 10.14.3) OS.
2. Unable to perform Per-revision bisect as it shows an traceback error; Tried on other machines but still getting the same error.
3. Hence provided suspect through 'Chromium bisect'.
