System Tray appears too low and blocks shelf

Thanks Omri!

I can reproduce this by:

* Setting the shelf to auto-hide and opening at least one window to make it hidden.
* Opening the status area with a keyboard shortcut Alt-Shift-S (that also shows the shelf)

I cannot reproduce this by showing the status tray with only the mouse.

Arguably the bug here is that Alt-Shift-S show only show the status tray and not the shelf?
