Regression: Unable to open files app

Chrome Version: 73.0.3673.0/11602.0.0 dev channel Peppy,Paine,Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Open Files app and observe it's closing immediately

Actual: Unable to open files app 
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 73.0.3669.0/11591.0.0 dev

NOTE: Issue is seen in Guest user also

Crashes on a full image build with chromeos-chrome-73.0.3673.0_rc-r1.ebuild, but after deploying 73.0.3675.0 through simplechrome it doesn't crash
