FR: Night Light Setting to persist across CrOS devices

Currently NL setting does not persist across CrOS devices. 
For users who own more than one device, it would be great for NL setting to sync. 

The setting should be tied GAIA. 
Similarly to today, if more than one user is using the device, NL is ON only for user(s) who selected to turn it on.
