No Audio on HP Chromebook x360

Issue description

Chrome Version       : 73.0.3666.0
OS Version: 11554.0.2019
Firmware: Google_Snappy.9042.206.0
URLs (if applicable) :  www.youtube.com
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:  N/A
    Firefox:  N/A
    IE/Edge:  N/A

What steps will reproduce the problem?
1.   build ChromeOS from source
2.   bring up the control panel by clicking the clock/battery/wifi icon on the right side of the shelf
3.   move the audio slider to the right
4.   click outside the control panel to make it disappear
5.   bring it up again
6.   Notice the audio slider has reset to the left

What is the expected result?

The audio setting should be persistent after control panel is destroyed by end user. 

What happens instead of that?

After the audio slider is set, and after the control panel is closed, upon re-open, the audio slider is reset to the "zero" value and the slider bar is reset to the leftmost position.

Unable to reproduce this issue using recovery image M73-11606.0.0 on a Snappy board.  

The audio controls in the ubertray behave as expected while audio is playing.

How can I obtain the M73-11606.0.0 recovery image so I can test on my Snappy based Chromebook?
