Dark Mode: Downloads page

there's still a change[1] in flight to change Material Design -> GM2 colors[1], but otherwise let's use this bug to start nitpicking chrome://downloads.

to see the UI in "dark mode", launch canary with:

  --enable-features=WebUIDarkMode --force-dark-mode

those CLs have landed, tomorrow's canary should have a fairly good downloads page.
