IME candidate window should not obstract PIP window

I think they can just be placed over PIP window. WDYT?

Thanks for finding. To have it place over PIP window we should be able to just special case this type of window inside PipPositioner.

+ cc Ben, wdyt about this case? Okay to just place over PIP window?
