Graphical corruption on Windows when zooming out

Chrome Version: 73.0.3674.0
OS: Win10.

What steps will reproduce the problem?
(1) Visit www.theverge.com
(2) Pinch-zoom in & out using touch screen.

What is the expected result?

No corruption.

What happens instead?

Corruption, which looks like uncleared back-buffers appears on the edges of content.

Happens on both Microsoft Surface Go, and Razer Pro.
