Switch WebXR tests to a local fork of webxr-samples

this will have multiple checkins:
1. add webxr samples fork to third_party
2. fix up any issues where current snapshot of samples don't work with Chrome
3. move perf tests over to this snapshot/fork
4. remove deps entry
