DisplayLink dock-attached display is not recognized at maximum resolution supported by DL-165 chipset

Issue description

Chrome Version       : 71.0.3578.127
OS Version: 11151.113.0

What steps will reproduce the problem?

1. Connect Dell Chromebook 13 7310 (Lulu) to Plugable UD-PRO8 dock (https://plugable.com/products/ud-pro8/) based on a DisplayLink DL-165 USB 2.0 chipset (https://support.displaylink.com/knowledgebase/articles/525038-displaylink-display-resolution-support)
2. Connect Dell U2412M display (1920x1200 native resolution) to dock via DVI to DVI cable
3. Chrome OS detects display, and appears to configure it at 1920x1080 resolution but display remains blank. 
4. Manually changing resolution to a lower setting such as 1600x1200 makes display light and work properly.
5. Changing resolution back to 1920x1080 again results in a blank screen.

What is the expected result?

Dock-attached display should work at 1920x1080 resolution (maximum afforded by DisplayLink USB 2.0 DL-165 chipset)


What happens instead of that?

Dock-attached display is blank when first detected and attempted to be configured at 1920x1080 resolution, despite OS recognizing the display is connected. 


Please provide any additional information below. Attach a screenshot if
possible.

Log file attached while dock is connected and display is configured at 1600x1200 resolution and working.

A quick additional note, the video provided shows the behavior with the Google Chromebook Pixel 2015 (Samus) however the behavior is the same with the Dell Chromebook 13 7310 (Lulu).

Another quick additional note, I work for the manufacturer (Plugable) of the UD-PRO8 docking station. Samples of the unit can be provided to Google for testing if desired.
