When Keyboard Lock is enabled, pressing ESC opens the Start Menu on Windows.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.98 Safari/537.36

Steps to reproduce the problem:
1. Enter FullScreen and Enable Keyboard Lock.
2. Press ESC

What is the expected behavior?
ESC should be captured by the page.

What went wrong?
The start menu opens on the local system causing the page to lose focus.

Does this work in other browsers? Yes

Chrome version: 71.0.3578.98  Channel: stable
OS Version: 10.0

andrew@ Thanks for the issue.

Tested this issue on Windows 10 on the reported version 71.0.3578.98 by following the below steps.

1. Launched Chrome and downloaded the Keyboard locker app as per this link : https://www.howtogeek.com/howto/11570/disable-the-keyboard-with-a-keyboard-shortcut-in-windows/.
2. Tried running the KeyboardLocker.exe file and cannot find any app installed on the system.

Request you to provide the steps for Enabling Keyboard lock, which will help in further triaging of the issue.

From the link given in comment #4, unable to find any link/extension to add the Keyboard lock API.
Request you to provide a link/extension, where this API can be added, which will help in further triaging.
