video/3gpp files don't work unless you provide a false mime type

Issue description
UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11151.59.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3578.94 Safari/537.36
Steps to reproduce the problem:
Chrome refuses to play HTML5 video with the mime video/3gpp but when the wrong mime is put in the video tag like video/mp4 even though the file is the same it works for some reason.
When using this with a 3gp video in chrome it works correctly

Your browser does not support the video tag.
</video>
When using
<source src="{link here}" type="video/3gpp">
Your browser does not support the video tag.
</video>
the video doesn't play.
What is the expected behavior?
That the video will play correctly with its original MIME type.

Video doesn't play as expected

Chrome version: 71.0.3578.94 Channel: stable
OS Version: 11151.59.0

The example files included are Creative Commons licensed so that I can post them here. The issues persist with both.
