Hover text or link from bot name on waterfall

Issue description

For people ramping up on Chrome, it might be useful for each bot name to have hover text or to be a link leading to a short description of the bot.

For example, I didn't know what "Experimental" meant in the context of "Mac FYI Experimental Retina Release (NVIDIA)".

Some of this text might even be auto-generated from the name itself, e.g., something like "A non-tree closing bot running the upcoming MacOS release on a Retina MacBook Pro with an NVidia GPU". If a link, it would be great if it could also give the capacity of the bot (number of machines behind it, for things that are sharded), exact hardware configuration, maybe some stats about average runtime of that configuration.

Perhaps we could at least link to the associated bot description in waterfalls.pyl? That could be a good start.

Description in waterfalls.pyl? The current contents of that file doesn't seem like it'd be very helpful as documentation; are you considering adding descriptions?

I would guess that milo doesn't support this currently and am not sure what would be involved in doing so.

We could add markdown description to builder definitions and cr-buildbucket.cfg, propagate it to Milo and display on builder page
