When the WebXR spec IDL gets updated, the idlharness WPT automatically gets updated, and since this does not match Chrome's implementation, a bug gets filed. The latest example is  issue 920104 .

Since the spec is not yet stable and Chrome's implementation is not currently tracking it, these notifications are only noise.

Note: Changes to other WPTs could also trigger such bugs to be filed, and disabling WPT-NOTIFY also disables these. This seems reasonable for the same reasons.

Once things settle down and we want to be notified about changes to the IDL or tests updated by other browser vendors, we should re-enable WPT-NOTIFY. This bug tracks that.
