Chrome Version: Canary 73.0.3674.0 
OS: macOS 10.14.2

What steps will reproduce the problem?
(1) Enable Increase Contrast in System Preferences 
(2) Enable Dark Mode in System Preferences
(3) Start Chrome with --enable-features=DarkMode
(4) Compare a Normal vs an Incognito Window

What is the expected result?
Both have the same UI. I would expect the same Omnibox Border.

What happens instead?
Normal window has a 1px bright border. The Incognito window hasn't it.
