OffscreenCanvas support in WebView

The OffscreenCanvas demo (https://devnook.github.io/OffscreenCanvasDemo/keep-ui-responsive.html) doesn't seem to work in a WebView right now even though it works fine in Chrome (Tested with Chrome 71)."

The reason offscreen canvas doesn't work is android webview does not support multiple clients. Android WebView needs a Viz-like architecture to support this.
