App launch spinner appears, even though crostini started

Issue description

Chrome version: 73.0.3669.0 canary
OS: Chrome

Note: this was previously fixed with  Issue 851939 

Repro steps:
1. On a device with Crostini installed, restart
2. Click Terminal icon to start Termina. Notice spinner on icon as VM/container are started.
3. Click another Linux app icon (eg. Emacs)

Expected: No spinner since VM/container have started. Icon should immediately appear in shelf.
Actual: Spinner shows briefly every time the Terminal or a Linux app is launched.

Does this persist through a reboot?

The spinner is shown if the container restart sequence takes longer than a threshold of 400 ms. For an already started container, the sequence should be over much faster as the steps should all be no-ops. If your Chromebook is chugging for some other reason, it might cause the delay observed.
