What steps will reproduce the problem?
(1) Launch chrome, navigate to above URL and click on ADD TO CHROME button.
(2) Open any PDF file (ex.http://www.orimi.com/pdf-test.pdf) and click on 'Create shortcut' from wrench menu.
(3) Launch PDF file into separate app window and click on three dot menu and observe menu.

Actual: Unwanted extra space is seen on App info option in App menu.

Expected: No such extra space should seen.

This is a regression issue, broken in 'M70', below is bisect info:

Good Build: 70.0.3534.0
Bad Build:  70.0.3535.0

Using Per-revision script, below is the bisect info:

You are probably looking for a change made after 586177 (known good), but no later than 586178 (first known bad).
