OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.3) and Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to any web page (for ex. https://www.google.com/).
(2) Click on 'View site info' icon and select 'Site settings' option (it will navigate to chrome://settings/content/siteDetails/).
(3) Now close the settings tab (grey focus will be seen on 'View site info' icon).
(4) Click on 'Enter' key and Observe.

Actual: 'View site info' bubble doesn't open on hitting 'Enter' key after navigating back from Site settings page.

Expected: 'View site info' bubble should open hitting 'Enter' key after navigating back from Site settings page.

This is a Regression issue, broken in 'M73' and below is the Manual regression:

Good Build: 73.0.3639.0 (Revision: 616125)
Bad Build:  73.0.3640.0 (Revision: 616531)

Using Per-revision script, below is the bisect info:

You are probably looking for a change made after 616171 (known good), but no later than 616172 (first known bad).
