Regression: Check-boxes are appear black in color instead of blue on Windows machine. |

Issue descriptionChrome Version: 73.0.3673.0 (Official Build) Revision e5cdf80fb8b493b3be23fc5b7bfac5278aa83225-refs/branch-heads/3673@{#1} (32/64-bit) OS: Windows(7,8,8.1,10). What steps will reproduce the problem? 1. Launch Chrome and install any extension from Chrome Web Store. 2. Click on added extension icon to open menu list and select 'Remove from Chrome' option. 3. Now observe the 'Report abuse' checkbox on remove extension overlay. Actual: Outer border of checkbox appears black in color instead of blue. Expected: Outer border of checkbox should be seen in blue color. This is a regression issue, broken in M-73 series, below is manual regression range: Good build: 73.0.3667.0 (Revision: 621407) Bad build: 73.0.3668.0 (Revision: 621859) You are probably looking for a change made after 621714 (known good), but no later than 621715 (first known bad). NOTE: 1. This issue is also seen for 'Also delete your browsing data' checkbox on "Uninstall Google Chrome" overlay on Windows (7, 8, 8.1 & 10) machines. 2. Check-boxes are already appears black in color on Mac (10.13.1, 10.13.6, 10.14.3) & Linux (14.04 LTS) machines. Kindly review the attached screen-cast for reference. Thank you..!
