How to reproduce:
0) Set up DUT on clean installed state.
1) Run session.OwnershipAPI.
2) Then try to log in as usual via UI.

After entering a gmail account, you'd find;

"You are not authorized to use this device. Please contact the device owner for sign-in permission."

Removing /var/lib/whitelist/ didn't work. Maybe something related to nss push...?

Note: we can still log in for other tast tests.
