Chrome freezes on Print Preview

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.77 Safari/537.36

Steps to reproduce the problem:
1. Open test.html from attached zip file
2. Open Print Preview

What is the expected behavior?
Not to freeze and print a page correctly.

What went wrong?
The print preview freezes when CSS
filter:drop-shadow(2px 2px 3px rgba(0, 0, 0, .2))
is used.

If the filter is not used, the print preview works, but is very very slow.

Did this work before? Yes Chrome 63

Chrome version: 70.0.3538.77  Channel: stable
OS Version: Ubuntu 18.04
Flash Version: 

I'd guess that it has something to do with SVG.

Able to reproduce the issue on reported version# 70.0.3538.77, # 71.0.3578.98 and latest chrome# 73.0.3674.0 using Mac 10.12.6, Ubuntu 14.04 and Windows-10, hence providing Bisect Info

Bad build: 67.0.3372.0

You are probably looking for a change made after 543290 (known good), but no later than 543291 (first known bad).

Both bisected ranges are relevant:
* c#1 r558091 from 7 seconds to 100 seconds
* c#4 r543291 from 3 seconds to 9 seconds

Is this the same bug as the "infinite clip rect" bug that has a fix in progress?
