Migrate Nigori sync datatype to USS

Sync's control datatype NIGORI is one of the last users of Directory and may soon be on the critical path to dismantle the old sync infrastructure (Directory-based architectures).

We'd like to migrate it away from Directory, to USS.

Hi sath@: sorry for the issues but I have failed to make a public copy of this document (some issue with drawings) and the original document itself cannot be shared publicly (because it's a google.com document).

I'll get back to this later on, but meanwhile please let me know who I should whitelist.
