Chrome Version: 73.0.3673.0
OS: Ubuntu 17.10

What steps will reproduce the problem?
(1)Launch the chrome.
(2)Observe that first run bubble contents are not highlighted.

Expected Result: "Make google chrome the default browser", "Automatically send usage statistics and crash reports to Google" checkboxes should be checked and "OK" button should be highlighted
Actual Result: "Make google chrome the default browser", "Automatically send usage statistics and crash reports to Google" checkboxes are not checked and "OK" button is not highlighted

Note: Issue is not seen on Mac OS and Ubuntu 14.04. First run bubble not seen on Windows.
